Gameplay: Barricade Degrade

Similar to infusion on opposing planes, barricades aren't natural to anywhere and so they degrade daily when their health is over a threshold (possibly 50 or 100).
That would prevent outer planes having a bunch of uncontested tiles fully barricaded forever.
