Combat: Travel Skills and Damage

Give combat boosts for travel skills. For example, let Flying characters swoop down to attack enemies on the ground with Melee/HtH for +1 damage at -5% to hit. The same can apply to Infernal Jets, Twisted Leap, and Way of Lightning.

Well, originally because Flying characters actually can't attack characters on the ground without landing. But then I thought why not extend this idea toward other travel skills.

I'd say a accuracy/damage boost from a travel skill is a bit different from that though, since its gonna be quite relevant and there won't be a easy way to avoid it(Going indoors, in this case).
I still don't quite get this suggestion. Travel Skills are good currently, why the buff?

I don't think I made it clear enough- this would only apply to characters that are Flying, as in have the Flying (or Gliding) status effect, or in the case of Infernal Jets, applying when their jets are activated, or for Twisted Leap/WoL, upon entering a tile. So these would only apply outside, and for Jets/Leap, only for the first action after entering a tile. Also, it's a 5% DEBUFF to hit chance, since you're moving so fast you have less time to line up an attack.

This would be terribly complicated under the hood and very niche.
