A pending change will allow you to remove characters from targeting of these statuses with the Excommunication feature.

Confirmed, because you're an Archmage you were getting a Claim Dominion bonus that the Council has to vote for - and that according to my Councillor, it isn't currently voting for. Sure, this is a good idea and super easy to add since it tracks the number already. Repairs already do this but in the next patch it'll be part of bashing.
