I'd like to be able to promote, demote, kick, and ban inactive faction members.

You can promote, demote, kick and ban inactive faction members, but first you must see them. I think you're looking for a leader ability that lets you see the "full" roster of faction members, not just currently active ones.

Nah, what I realized is that I can't do anything to someone of my same rank.
I'm Leader in my faction. I cannot demote another Leader to a lower rank.
Which makes sense.
