[ES] Master Marksman raises damage floor

Concern: The Eternal Soldier's Master Marksman in its current state is close to worthless. Without enchanted weapons (which the ES cannot make and appear to be bugged on the skill anyway), it only* applies to piercing immunity & resistance, which are extremely rare. NCs get immunity through Tattoo of Adaptation, HCs and Revenants may have some resistance passively, and active HCs and ESs may have some. Given the situational-ness of the skills involved and the rarity of live combat, I don't think it's uncharitable to say that Master Marksman in its current state exists solely to counter Tattoo of Adaptation. IE it's a 60 CP skill that counters one other 60CP T3 skill. IE not good, especially because spending 60 CP on Way of Fire does that and more.

*This does ignore flamethrowers since they're more about style points than damage points. Also, MM allows you to use WoF on Conduits with Arcane Wrap (probably), if you REALLY want to get situational.

Suggestion: Master Marksman raises the character's damage floor with gun attacks to 5. (In addition to current benefits.)

Rationale: This would give the skill small utility on a somewhat broader scale to supplement its massive but highly situational perks. It also strengthens the skill's tankbusting feel without infringing on comparables like Harbinger of War or Precision of the Assassin. Finally, while plinking away at a super soaky target with this is still not ideal, it becomes a not-insane option that can utilize relatively abundant pistol ammo rather than shells or mags.

I can't speak for the suggestion itself but I must applaud you on putting together a comprehensive format for your suggestion. It's not something I'm particularly used to seeing and I am indeed a fan.
