Much like how those with Surgery can create FAKs at Hospitals, allow those with Master Bowyer or Master Gunsmith to create ammunition without the required materials for an increased AP cost (say, 7 AP) if they have access to the relevant resource buildings.

I like this, but only so long as you can't reduce that AP cost (this would require a change to the current mechanics). The RNG can be merciless, and slightly less efficient ways to get things that don't rely on it are always nice in my book.

Might necessitate some changes to whichever Fallen skill creates ammo out of HP

I doubt it. Bond of the mechanical gives an attack bonus and allows you to fully reload an empty weapon at the price of 1AP (flat) and 1HP per ammo needed (variable). It'd still be cheaper and more efficient than having to find a place you can craft ammo and then spending multiple AP to craft the ammo.

Doesn't feel supernatural to me. I mean, if people who know Surgery can create FAKs in hospitals then I see that as them knowing enough about medicine to know where the good stuff is always going to be kept. Same with Master Gunsmith, if you're a huge expert at guns then maybe you know where gun stores keep all their big stocks of supplies or something.

If this is too much to ask of a mortal skill then maybe the ability to create ammo in a gun store can be added onto the Eternal Soldier's Master of Munitions skill.
