Just like the recent changes for being able to search for specific clothes in the mall, I think it'd be great to have similar options for getting specific items in shoe and costume shops.

Since the Suggestions forum is a good spot for for "let's talk about dev direction and future breath design", it's worth mentioning here that the dev team is aware that the crapshoot nature of searching is an issue. When you get 96 actions a day, spending 40 of them Searching and Finding Nothing (or finding junk you didn't want) is pretty demoralizing.
Going forward into B5, we're going to be addressing this by introducing the "harvesting" function that currently exists in a vestigial form (making First Aid Kits in factories) to a lot more resources and a lot more tiles. Some examples of this include:
- Harvesting Steel from Factories
- Harvesting Wood from Forests
- Harvesting quivers of arrows from Sporting Goods stores/Infernal Lodges/Fletcher Camps
Going back to the original suggestion - Malls, Shoe Shops and Costume Shops have somewhat different design purposes.
Malls have clothes, but also are supposed to have a wider range of resources available as with their distant Urban Dead predecessors - which is something that's fallen by the wayside lately in their search tables as we've made them a catch-all site for new clothes types. Malls have "normal" clothes and - due to the other resources you can get there - "normal" find rates for typical buildings. This made them a good place to put the new clothes-harvesting feature!
Costume Shops have search tables that are nothing but clothes, and a 100% find rate - every time you search a costume shop you will get a piece of non-shoe clothes. Their find table tends toward weird and wacky pieces of clothes you wouldn't expect to see most days in the real world. For years, whenever someone suggested a cool or funny new clothing item that a dev thought made sense, it'd get added to the costume shop find table.
Shoe Shops are the same as Costume Shops - all clothes and a 100% find rate - but with only shoes, instead of how Costume Shops have anything but shoes.

Going forward (though this is probably a b5 thing), this suggestion has merit, especially because of design changes in b5. In particular, territory control is going to be a bigger deal, and it'll be possible to fortify territory in favor of your side in the war. When the only mall in the Nexus is deep in enemy territory, the mall harvesting feature isn't very useful to you. So it makes sense to add this very desirable function to more tile types. A good approach to this would probably be something like:
- Malls keep the clothes harvesting function. Mall search tables get reformed so they're less "grab bag of clothes" and more diverse. Malls have food courts, after all. Malls have coffee shops. Malls have sports stores. Etc, etc and that all points to them being more of a general resource point.
- Costume Shops get the same clothes harvesting function as malls, or a nonshoes version.
- Shoe Shops get a shoes version of the clothes harvesting function.
